Electrical Installation Condition Reports (EICRs)

What are EICRs?

An EICR is a report that assesses the condition of an electrical installation in a property. It is important to have an EICR carried out regularly to ensure that the electrical installation is safe and meets current regulations.

When are EICRs required?

From 1st July 2020, all new and renewed tenancies in England must have a satisfactory EICR in place before the tenancy can start. Landlords must provide a copy of the report to the tenant before the tenancy commences.

From 1st April 2021, all existing tenancies in England must have a satisfactory EICR in place. Landlords must provide a copy of the report to the tenant within 28 days of the inspection taking place and carry out any remedial work within that time, or sooner if required by the report.

How often are EICRs required?

EICRs must be carried out on a 5-yearly basis.

What is classed as a satisfactory EICR?

A satisfactory EICR is one that has been carried out by a qualified electrician and meets the 2018 edition of the IET Wiring Regulations (BS 7671:2018). The report must not be older than 5 years.

Providing EICRs to the local authority

If remedial works are carried out following an EICR inspection, landlords must provide the relevant local authority with a copy of the EICR and evidence of the remedial works within 28 days of the work being completed. Landlords must also provide a copy of the EICR to the local authority within 7 days of a request, even if remedial works were not required.

Enforcement and penalties

Local authorities have the power to serve notice on landlords who fail to comply with the EICR regulations. If a landlord fails to act on a notice, the local authority can access the property and remedy the issue at the landlord's cost. Landlords can also be fined up to £30,000 per breach of the regulations.

How to comply with the EICR regulations

To comply with the EICR regulations, landlords should:

  • Contact a qualified electrician to book an EICR inspection.

  • Provide a copy of the EICR to the tenant before the tenancy commences (for new and renewed tenancies) and within 28 days of the inspection taking place (for existing tenancies).

  • Carry out any remedial work required by the EICR within 28 days of the inspection taking place, or sooner if required by the report.

  • Provide a copy of the EICR to the local authority within 28 days of completing any remedial works or within 7 days of a request, even if remedial works were not required.
